New Paths to Permanent Residence for Workers in Canada
Starting on May 6th, 2021 Canada will have 6 new immigration streams leading to permanent residence for workers in Canada. These new programs are scheduled to run until November 5th, 2021. Eligible applicants outside of Quebec will need to apply online by that date and be in Canada both at the time of application and at the time of approval to be eligible.
Stream 1
English Speaking Health Care Worker
To qualify, the applicant must have at least 1 year of Canadian full-time work experience (or at least 1560 hours of paid part-time employment) in an eligible occupation during the last 3 years. There is no need to wait for an invitation to apply and there is no minimum points requirement, unlike other immigration methods like Express Entry.
The applicant must also still be working in an eligible occupation at the time of application. The applicant must also have passed an eligible language test at the Canadian Language Benchmark level 4 in each of the following skills: reading, writing, listening and speaking.
Self-employment does not count, except for medical doctors who billed fee- for-service with a public health authority. Applicants must have had valid work authorization and temporary residence at the time of employment.
Eligible spouses and children in Canada will also be granted permanent residence under this program and can also obtain permanent residence if they are outside Canada with some additional formalities.
The cap has been set at 20,000 applications for temporary workers in health care.

Stream 2
French Speaking Health Care Worker

To qualify for this stream, the applicant must have graduated from an eligible Canadian college or university (a Designated Learning Institution) no earlier than January 2017 and be legally working at the time of application.
The applicant must also have passed an eligible language test at the Canadian Language Benchmark level 5 in each of the following skills: reading, writing, listening and speaking.
Self-employment does not count, except for medical doctors who billed fee- for-service with a public health authority. Applicants must have had valid work authorization and temporary residence at the time of employment.
Eligible spouses and children in Canada will also be granted permanent residence under this program and can also obtain permanent residence if they are outside Canada with some additional formalities.
The cap has been set at 40,000 applications from international students who graduated from a Canadian educational institution.
Applicants who graduated since January 2017 with a degree (Associate, Bachelor’s, Master’s, or Doctorate) of at least 8 months in duration may be working (part-time or full-time) in any occupation.
Applicants who graduated since January 2017 with one or more diploma/certificate/attestation where the following conditions are met can also apply provided that they are working (part-time or full-time) in any occupation at the time of application:
For diplomas/certificates/attestations, each program of study must be at least 8 months in duration and the combined length of the credential(s) must be equivalent to a two-year credential (at least 16 months in duration);
For a Diploma of Vocational Studies (DVS) or an Attestation of Vocational Studies (AVS), each program of study must be at least 900 hours in duration and the combined program of study must be at least 1,800 hours in duration. [When combining one AVS with one DVS, the length of the AVS may be less than 900 hours if the combined length is at least 1,800 hours.]
Applicants who do not meet the above criteria, but who graduated since January 2017 with a degree, diploma, certificate, or attestation issued on completion of a program of any duration leading to an occupation in the following skilled trade and who are working in that trade, may also apply.
